Detectives from the Los Angeles Police Department’s Operations-Valley Bureau Homicide announce the arrest of the suspect responsible for a double homicide that occurred in
West Valley area.
On July 14, 2025, around 2:30 p.m., West Valley Division officers received a radio call for a Welfare Check in the 4700 block of White Oak Avenue. The person reporting had not heard from the resident for several days. Police made entry into the residence and discovered both victims deceased. A crime scene was established, and Operations-Valley Bureau Homicide (OVBH) investigators responded.
The victims were identified as 70-year-old Thomas Deluca and 70-year-old Robin Kaye, who resided at the location.
Homicide investigators interviewed friends and family, reviewed numerous surveillance videos, and recovered evidence of a homicide at scene. It was discovered that a prior radio call had been generated for a possible burglary suspect at the residence on July 10, 2025, around 4:00 p.m.
While there were no signs of forced entry or trouble at the location during that investigation, it is now believed that the suspect had gained entry into the residence through an unlocked door. The victims returned home while the suspect was inside their residence, and a confrontation ensued, which resulted in the suspect taking their lives. The victims succumbed to multiple gunshot wounds, and the suspect fled from the residence on foot.
Homicide investigators worked diligently through the night and identified the suspect as 22-year-old Raymond Boodarian, a resident of Encino.
Operations-Valley Bureau Homicide was assisted by the Los Angeles Police Department Gang and Narcotics Division, FBI Fugitive Task Force, and West Valley Division in taking Boodarian into custody without incident. At this time, investigators are attempting to determine whether Boodarian has any connection to Deluca and Kaye, and if Boodarian was involved in any past calls for service at the White Oak residence.
This remains an ongoing investigation. Anyone with information about this incident is asked to contact Operations-Valley Homicide at (818) 374-9550.
